Huntington Beach Municipal Code 10.44.060 prohibits parking or leaving standing any motor vehicle over 22 feet long or 84 inches wide on a public highway or alleyway. Section 10.44.065(A) provides the way through: an oversized vehicle may park for loading or unloading where a permit has been issued in advance by the Police Chief, not to exceed 24 hours, no more than 12 such periods in a calendar month and no more than three days consecutively, limited to the area in front of the residence being loaded or unloaded.

That makes it the resident's paperwork rather than the mover's.
